Born and raised in Iowa City, Iowa. He graduated from City High School in Iowa City in 1985. He earned a B.A. degree in history at the University of Iowa in 1988, and a M. A. in public affairs at the University of Minnesota in 1991 before attending law school. In 1995, he earned a J. D. from the University of Minnesota Law School, graduating order of the coif. During law school, he served as a managing editor of the Minnesota Law Review.

Since graduating from law school, Rob served as a judicial clerk to the Honorable Donald P. Lay, senior judge or the United States Court of Appeals for the Eighth Circuit in St. Paul, Minnesota, and as a judicial clerk to the Honorable Michael J. Melloy, then chief judge of the United States District Court for the Northern District of Iowa. He also worked for the Minneapolis law firm of Leonard, Street and Deinard. Since February, 2000, Rob has worked as an associate at Elderkin & Pirnie, P.L.C.

Rob is admitted to practice in the Iowa courts, federal courts in both the Northern and Southern Districts of Iowa, and the United States Court of Appeals for the Eighth Circuit. Rob is a member of the Linn County Bar Association and the Iowa State Bar Association, and served as vice president of the Linn Law Club in 1999-2000. Rob is also a state representative in the Iowa House of Representatives representing House District 38 in Cedar Rapids.
