Ann was born in Dubuque, Iowa on October 29, 1968 and graduated from Leo High School in Holy Cross, Iowa in 1987. She received a B.G.S. with emphasis in English and Communication from the University of Iowa in 1991 and a B.S. in Computer Science from Mount Mercy College in 1996. She earned her Juris Doctor degree from William Mitchell College of Law in St. Paul, Minnesota in 1999.

She was admitted to practice in Iowa, the United States District Court for the Northern and Southern Districts of Iowa, and the United States Court of Appeals for the Eighth Circuit in 1999.

Ann is active in both the Linn County and Iowa State Bar Associations and the Cedar Rapids Area Estate Planning Council. Iowa State Bar Association (Member: Probate & Trust Section, 1999-present (Trust Code Committee, 2000-2004); Young Lawyers Division, 1999-present (Executive Council, 2002-2005, Membership Committee, 2000-2004, Services to Elderly Committee, 1999-2005)); Linn County Bar Association (Member: 1999-present (Summer Outing Committee, 2003-2005)); Cedar Rapids Area Estate Planning Council (Member: 1999-present).
